Op zondag 23 mei lieten zo’n 100 mensen zien dat ze tegen de voorgenomen kap van het Sterrebos zijn.

Toespraak van Har Pluijmakers (Red het Sterrebos)
Het Sterrebos heeft pas het laatste jaar bekendheid gekregen. Dat is sinds de Provincie aan VDL NedCar een vergunning heeft gegeven om drie kwart van het bos te kappen. En dan ook nog op voorhand, want NedCar wil uitbreiden maar het is nog maar de vraag of de uitbreiding doorgaat . Peter Loomans zal daar straks nader op in gaan.
Het Sterrebos is een uniek bos, rustig gelegen en nauwelijks last van verstoring. Het bos heeft een hoge biodiversiteit. Dat komt vooral ook omdat het een oud bos is. Eiken ouder dan 200 jaar. Elke boom vormt een uniek ecosysteem. Ja er komt bos voor terug (aanwijzen) Het duurt 100 jaar voordat dit nieuwe bos de kwaliteit heeft van het Sterrebos. Zoals het er nu uitziet zal het bos half augustus of september gekapt worden.
Maar liefst 7 soorten vleermuizen wonen in de bomen. Vleermuizen zijn strikt beschermd. In het Sterrebos hebben ze hun zomerverblijf, winterverblijf en kraamkamers. In de vergunning staat dat de provincie toestemming geeft tot het opzettelijk doden van vleermuizen.
Wie zijn de slachtoffers?
Watervleermuis, dwergvleermuis, rosse vleermuis, grootoorvleermuis, baardvleermuis, franjestaart en de bosvleermuis.
In het bos hebben veel soorten vogels hun leefgebied of broeden er.
De buizerd, wespendief, vink, groene specht, grote bonte specht, middelste bonte specht, kleine bonte specht,, roodborst, zwartkop, appelvink, houtduif, holenduif, spreeuw, merel, boomklever, boomkruiper, winterkoning, zanglijster, bonte vliegenvanger, grauwe vliegenvanger, bosuil en een kolonie blauwe reigers.
Naast deze enorme lijst van soorten leven er ook reeën en dassen in het Sterrebos. Dan heb ik het nog niet over de bijzondere planten en de velerlei insecten.
Straks zal, als het aan de provincie en VDL NedCar ligt, dit leefgebied volledig verwoest worden. Dat mag niet gebeuren.

The Sterrebos has only become well-known in the last year. That is since the Province gave VDL NedCar a licence to cut down three quarters of the forest. And even beforehand, because NedCar wants to expand but it is uncertain whether the expansion will go ahead. Peter Loomans will elaborate on this later.
The Sterrebos is a unique forest, quiet and barely disturbed. The forest has a high biodiversity. This is mainly because it is an old forest. Oaks older than 200 years. Each tree forms a unique ecosystem. Yes, the forest will be replaced.It will take 100 years before this new forest has the quality of the Sterrebos. As it looks now, the forest will be cut down in mid-August or September.
No less than 7 species of bats live in the trees. Bats are strictly protected. In the Sterrebos they have their summer quarters, winter quarters and maternity rooms. The permit states that the province gives permission for the deliberate killing of bats.
Who are the victims?
Water bat, dwarf bat, red-backed bat, great-eared bat, bearded bat, fringe-tailed bat and the wood bat.
Many species of birds have their habitat or nest in the forest.
The buzzard, herring harrier, chaffinch, green woodpecker, great spotted woodpecker, middle spotted woodpecker, little spotted woodpecker, robin, black head, apple finch, wood pigeon, stock dove, starling, blackbird, nuthatch, tree creeper, wren, song thrush, pied flycatcher, spotted flycatcher, tawny owl and a colony of grey herons.
Besides this enormous list of species, deer and badgers also live in the Sterrebos. And I am not even talking about the special plants and the many different insects.
Soon, if it is up to the province and VDL NedCar, this habitat will be completely destroyed. This cannot be allowed to happen.
Toespraak van Thijs Wetemans (Stichting de Groene Sporenwolf)
Beste mensen,
voor degenen die mij nog niet kennen: mijn naam is Thijs Wetemans en ik woon nu ruim 20 jaar met mijn gezin in Nieuwstadt. Sommigen zullen mij kennen als raadslid voor GroenLinks Echt-Susteren. Vandaag sta ik hier namens De Groene Sporenwolf. We komen op voor de leefbaarheid van Nieuwstadt en dan vooral ten aanzien van nadelige ontwikkelingen in het buitengebied. In november 2004 werd deze stichting opgericht vanwege twee bedreigingen die beiden met de spoorlijn en met Nieuwstadt te maken hadden. De eerste betrof het opheffen van een overweg tussen Nieuwstadt en Susteren en de tweede betrof het plan om Nedcar aan te sluiten op de spoorlijn Roermond-Sittard met het zogenaamde yardspoor. Beide bedreigingen werden voorkomen, mede door inzet en protesten van De Groene Sporenwolf.
Maar de afgelopen jaren worden we geconfronteerd met een nieuwe bedreiging namelijk een grote uitbreiding van VDL Nedcar. Het terrein moet fors groter worden aan de noordkant – hier bij ’t Sterrebos – en aan de oostkant, bijna tot tegen Nieuwstadt aan.
’t Sterrebos heeft eeuwen een anoniem bestaan geleid, zonder wandelaars en fietsers. De flora en fauna kon zich in alle rust ontwikkelen tot een oerbos met veel bijzondere diersoorten waaronder vele soorten vleermuizen, uilensoorten, de levendbarende hagedis, de kleine ijsvogelvlinder, dassen en reeën. En dat allemaal tussen bomen die wel 200 jaar oud zijn. De Groene Sporenwolf heeft alternatieven aangeboden waardoor ’t Sterrebos bespaard kan blijven maar we vonden geen gehoor. En dat is een van de redenen waarom we in beroep zijn gegaan bij de Raad van State. Omdat een uitspraak van de Raad van State lang op zich kan laten wachten, hebben we ook een Voorlopige Voorziening ingediend. Hiermee willen we voorkomen dat 2/3 van ’t Sterrebos wordt gekapt terwijl er nog helemaal geen noodzaak is. Want tot op vandaag is er nog geen opdrachtgever gevonden waar de uitbreiding noodzakelijk voor is. Sterker nog: VDL Nedcar moet ook voor de huidige productielijn een nieuwe opdrachtgever vinden. Dus VDL Nedcar is op zoek naar nieuwe opdrachten om tot 400.000 auto’s per jaar te kunnen produceren en tot op heden hebben ze hiervoor nog geen enkele opdrachtgever gevonden. Wat De Groene Sporenwolf betreft is het niet uit te leggen dat 2/3 van ’t Sterrebos dan toch op voorhand al gekapt moet worden.
Komende dinsdag 25 mei doet de Raad van State een uitspraak over de Voorlopige Voorziening. Zowel de provincie Limburg als VDL Nedcar hebben dure advocatenkantoren een Verweerschrift laten schrijven tegen het beroep. Afgelopen vrijdag ontving de Raad van State zelfs nog een laatste noodkreet vanuit de advocatuur om de Voorlopige Voorziening af te wijzen. Stel dat de Voorlopige Voorziening wordt afgewezen, dan ligt de weg open om in het najaar 2/3 van ’t Sterrebos te vernietigen met het risico dat de Raad van State in de winter bij de behandeling van het Beroep het besluit kan nemen dat de gehele procedure over moet, bijvoorbeeld omdat er mogelijk onjuiste modellen zijn gebruikt voor het berekenen van de stikstofdepositie.

Dear people,
For those who don’t know me yet: my name is Thijs Wetemans and I have been living with my family in Nieuwstadt for over 20 years. Some of you may know me as a member of the council for GroenLinks Echt-Susteren. Today I am standing here on behalf of De Groene Sporenwolf. We stand up for the quality of life in Nieuwstadt, especially with regard to detrimental developments in the countryside. In November 2004, this foundation was founded because of two threats, both related to the railway line and to Nieuwstadt. The first concerned the removal of a level crossing between Nieuwstadt and Susteren and the second the plan to connect Nedcar to the railway line Roermond-Sittard with the so-called yard track. Both threats were prevented, partly due to the efforts and protests of De Groene Sporenwolf.
But in recent years we have been confronted with a new threat, namely a major expansion of VDL Nedcar. The site has to be expanded considerably on the north side – here at ’t Sterrebos – and on the east side, almost to Nieuwstadt.
The Sterrebos has led an anonymous existence for centuries, without hikers and cyclists. The flora and fauna could quietly develop into a primeval forest with many special animal species, including many kinds of bats, owl species, the viviparous lizard, the small kingfisher butterfly, badgers and deer. And all that amidst trees that are up to 200 years old. De Groene Sporenwolf has offered alternatives so that ’t Sterrebos can be spared, but we found no response. And that is one of the reasons why we have appealed before the Council of State. Because a ruling from the Council of State can take a long time, we have also submitted a Preliminary Injunction This way, we want to prevent two-thirds of the Sterrebos from being cut down while there is still no need at all. Because so far, no client has been found for whom the expansion is necessary. What’s more: VDL Nedcar must also find a new client for the current production line. So VDL Nedcar is looking for new orders to be able to produce up to 400,000 cars a year and to date they have not found a single client for this. As far as De Groene Sporenwolf is concerned, it is inexplicable that two-thirds of the Sterrebos should be cut down in advance.
Next Tuesday, 25 May, the Council of State will rule on the Preliminary Injunction. Both the province of Limburg and VDL Nedcar have had expensive law firms write a Statement of Defence against the appeal. Last Friday the Council of State even received a last cry for help from the legal profession to reject the Preliminary Injunction Suppose that the Preliminary Injunction is rejected, then the path is open to destroy 2/3 of the Sterrebos in the autumn with the risk that the State Council in the winter, when hearing the appeal, may decide that the whole procedure has to be repeated, for example because incorrect models may have been used to calculate the nitrogen deposition.

Toespraak van Peter Loomans (Partij voor de Dieren Limburg)
Ik wil graag beginnen met een citaat: “Als er iets kapot gemaakt wordt dat door een mens gemaakt is dan noemen we dat vandalisme; als er iets kapot gemaakt wordt dat door de natuur gemaakt is dan noemen we dat vooruitgang”.
De VDL directie is er heilig van overtuigd dat het slopen van het Sterrebos vooruitgang is; vooruitgang waarbij ze graag wat steun van de provincie willen hebben in de vorm van €62 miljoen publiek geld, dus van de belastingbetaler. Van ons dus.
En dat wordt dan besloten door een college dat in zijn collegeprogramma aangeeft: “Wij gaan verstandig om met belastinggeld. Iedere euro die de provincie uitgeeft, is door Limburgers verdiend en door de Limburgse belastingbetaler afgedragen. Dit geld moet zuinig en zinnig worden besteed.”
De Partij voor de Dieren zou verwachten dat als wij zoveel geld “zuinig en zinnig” gaan besteden dat het hier wel om iets heel belangrijks moet gaan, bijvoorbeeld het herstel van biodiversiteit of het aanpakken van de stikstofcrisis of klimaatverandering. Maar niets is minder waar, want ons belastinggeld wordt straks gebruikt om dit bos te slopen !
Maar laat ik hier vandaag maar niet teveel woorden vuil maken aan deze onbegrijpelijke gang van zaken. Ik wil hier liever iets zeggen over dit Sterrebos, beschermde natuur met meer dan 100 jaar oude eiken en meerdere beschermde diersoorten met een natuurwaarde waarvan in Limburg nog maar weinig overgebleven is. Het omkappen van dit bos heeft grote negatieve effecten op de hoge natuur-, landschappelijke en cultuurhistorische waarden van deze omgeving.
Zowel de Rijksdienst voor Cultureel Erfgoed als het Gelders Genootschap adviseren, desgevraagd door de provincie Limburg, dan ook negatief over de uitbreidingsplannen van VDL. En ja, er wordt een bovenwettelijke compensatie beloofd. Maar hoe kan je zo’n oud bos ooit compenseren door op een andere plek wat jonge boompjes in de grond te zetten? En hoe verhuis je al die dieren en insecten die in het Sterrebos wonen of foerageren. Ook de Milieu Effect Rapportage is daarin duidelijk: volwaardige natuurcompensatie is onmogelijk!
Voor de Partij voor de Dieren wegen het recht van het voortbestaan van het waardevolle oude ecosysteem Sterrebos en het welzijn van de inwoners van Nieuwstad zwaarder dan het korte termijn financieel gewin van de VDL-aandeelhouder en het “wens denken” van de VDL-directie. Wij hebben daarom tegen de uitbreidingsplannen van VDL gestemd, en wij zullen ons ook in blijven zetten VOOR behoud van het Sterrebos.

I would like to start with a quote: ‘If something is destroyed that was made by man, we call it vandalism; if something is destroyed that was made by nature, we call it progress’.
The VDL executive board is firmly convinced that the demolition of the Sterrebos is progress; progress in which they would like to have some financial support from the province in the form of €62 million public money, i.e. from the taxpayer. From us, in other words.
And this is decided by a council that states in its manifesto: “We handle tax money wisely. Every euro the province spends is earned by Limburgers and paid for by Limburg taxpayers. This money must be spent frugally and sensibly.”
The Partij voor de Dieren would expect that if we are going to spend that much money “frugally and sensibly” it should be on something very important, for example restoring biodiversity or tackling the nitrogen crisis or climate change. But nothing could be further from the truth, because our tax money will soon be used to demolish this forest!
But let me not waste too many words on this incomprehensible situation. I would rather say something about this Sterrebos, protected nature with more than 100 year old oak trees and several protected species with a nature value of which very little remains in Limburg. The felling of this forest will have a major negative impact on the high natural, landscape and cultural-historical values of this area.
Both the Rijksdienst voor Cultureel Erfgoed (National Cultural Heritage Agency) and the Gelders Genootschap, at the request of the province of Limburg, therefore advise against VDL’s expansion plans. And yes, an extra-legal compensation is promised. But how can you ever compensate for such an old forest by planting some saplings elsewhere? And how do you relocate all those animals and insects that live or forage in the Sterrebos? The Milieu Effect Rapportage (Environmental Impact Assessment) is also clear: full-fledged nature compensation is impossible!
For the Party for the Animals, the right of the continued existence of the valuable old Sterrebos ecosystem and the welfare of the inhabitants of Nieuwstadt outweigh the short-term financial gain of the VDL shareholder and the “wishful thinking” of the VDL executive board. We have therefore voted against the expansion plans of VDL and we will also continue to fight for the preservation of the Sterrebos.

Bedankt aan de organisatoren, bedankt aan het groeiende netwerk voor het behoud
Het belang van het behoud van het Sterrebos lijkt te botsen met het belang van het behoud van werkgelegenheid in Limburg.
Ecologie of Economie ?, dat is de valse keuze waar het neo-liberale systeem ons voor stelt. We krijgen een versmalling opgedrongen, een ja voor dit wordt dan een nee voor dat.
Een bos, bomen, dieren een habitat zouden moeten wijken voor werkgelegenheid.
Maar zoals gezegd een valse keuze. We moeten uitzoomen in plaats en tijd. We staan hier in de nabijheid van een grote autofabriek, een fossiele autofabriek.
We staan hier in een tijd dat wij als mensheid niet alleen getroffen worden door een wereldwijde pandemie, we zijn in een ecologische crisis. Klimaatverandering die ons nog maar weinig tijd gunt.
Met business-as-usual schieten we ver voorbij de doelen van het klimaatakkoord van Parijs.
Anderhalve graad verhoging wordt alleen haalbaar als we niet beleid en daadkracht op de lange baan schuiven
We zien nu al kantelpunten die ons dwingen massaler in verzet te komen, ik noem slechts vrijkomend methaangas in smeltende permafrost
Terug naar hier, waar wij staan in de nabijheid van een grote autofabriek, een belangrijke werkgever in deze regio. Met strijdbare werknemers die een lange traditie hebben van strijd voor betere arbeidsvoorwaarden en een menswaardig loon.
Vandaag staan we voor het behoud van het Sterrebos. Maar we staan ook voor die arbeiders die vermangeld dreigen te worden in het belangenspel tussen ecologie en economie.
De Klimaatcoalitie Maastricht heeft acht Eisen geformuleerd. Een van die Eisen luid; gratis openbaar vervoer.
Als we echt durven uitzoomen in de tijd, moeten we erkennen dat heel veel anders zal moeten als we onze aarde leefbaar willen houden. Een van die zaken betreft ons transport en vervoerssysteem in de nabije toekomst. We zullen moeten toe groeien naar een systeem van fijnmazig elektrisch ( of op waterstof) toegankelijk openbaar vervoer in de regio’s en in de steden.
Waar anders dan hier in Born, waar er kennis , vaardigheden en traditie zijn kunnen we een begin maken met het transformeren van de vervoers-industrie naar een duurzame versie voor de toekomst. Dit schept juist nieuwe kansen voor de werkgelegenheid in Limburg. De medewerkers van VDL Nedcar zullen hierbij uiteraard begeleid, opgeleid en/of omgeschoold moeten worden.
De Bomen en dieren mogen niet de dupe worden van een schimmige uitbreiding van de fabriek.
De arbeiders mogen niet de dupe worden van de transformatie die wij als maatschappij zullen moeten ondergaan. De transitie moet sociaal en op maat van de werknemers plaatsvinden. De arbeiders van VDL Nedcar zijn niet de boosdoener in dit verhaal. Zij verdienen een beter duurzamere en waardevolle inbreng in de transitie die ons te wachten staat
En daar hoort bij dat een 200 honderd jaar oud Sterrebos het ijkpunt is van een duurzame verandering en niet zoals nu een om te kappen hindernis in een door paniekvoetbal en korte termijn denken ingegeven besluit waar de vriendjespolitiek vanaf druipt.
Wij wensen vanaf deze plek, met uitzicht op zowel het bos als de fabriek de Groene Sporenwolf veel succes met hun zaak bij de Raad van State .Wij zijn verrast door de mogelijkheden die zij geschetst hebben ( bij monde van Frans Schoonen in het radio interview bij de streek radio Bie Os ) waar Nedcar hun uitbreiding hun transformatie wel zou kunnen onderbrengen

THE Sterrebos- FOREST WILL REMAIN
Thanks to the organisers, thanks to the growing network for the preservation
The importance of preserving the Sterrebos seems to clash with the importance of preserving employment in Limburg.
Ecology or Economy? That is the false choice the neo-liberal system presents us. We are forced into a narrow-mindedness, a yes for this then becomes a no for that.
A forest, trees, animals and a habitat would have to make way for employment.
But as I said, it is a false choice. We have to zoom out in place and time. We are standing here in the vicinity of a large car factory, a fossil car factory.
We are standing here at a time when we as humanity are not only being hit by a global pandemic, we are in an ecological crisis. Climate change that leaves us with little time left.
With business-as-usual, we are shooting way past the targets of the Paris Climate Agreement.
An increase of one and a half degrees is only achievable if we push harder for proper policy and action.
We are already seeing tipping points that are forcing us to resist more massively, I will only mention the release of methane gas in melting permafrost
But back to here, where we are standing near a large car factory, a major employer in this region. With militant workers who have a long tradition of fighting for better working conditions and decent wages.
Today, we stand for the preservation of the Sterrebos.
But we also stand up for those workers who are at risk of being mangled in the interplay of interests between ecology and economy.
The Maastricht Climate Coalition has formulated eight demands. One of those demands is free public transport.
If we really dare to zoom out in time, we will have to acknowledge that a lot of things will have to change if we want to keep our planet livable. Our transport system is one of those things that should be our collective concern in near future. We will have to grow towards a system of public transport that is finely meshed electric (or hydrogen) accessible in the regions and in the cities.
Where else than here in Born, where there is knowledge, skills and a tradition, can we begin to transform the transport industry into a sustainable version for the future. This creates new opportunities for employment in Limburg. The employees of VDL Nedcar will of course have to be supervised, trained and/or retrained.
The trees and animals must not be sacrificed to a shadowy expansion of the factory. The workers should not have to bear the brunt of the transformation that we, as a society, will have to undergo. The transition must take place socially and on the basis of the needs of the workers. The workers at VDL Nedcar are not the villain in this story. They deserve a more sustainable and valuable contribution to the transition that awaits us.
And that includes having a 200 hundred year old Sterrebos as the benchmark for a sustainable change and not, as is currently the case, an obstacle to be cleared in a decision inspired by panic football and short-term thinking and dripping with nepotism.
We wish from this spot, with a view on both the forest and the factory, the Groene Sporenwolf much success with their case at the Council of State. We are surprised by the possibilities they have outlined (by Frans Schoonen in the radio interview at the regional radio station Bie Os) where Nedcar could alternatively accommodate their expansion and transformation.
